Submissions are closed on our proposal for a new Tairāwhiti Mobile Traders Bylaw 2025 that will replace the 2014 Mobile Shops and Other Traders Bylaw.
We received 4 submissions, with no requests to present them at the hearing. Staff will now prepare the bylaw for Council to consider for adoption at their meeting on 31 July.

What the bylaw does

The bylaw manages and regulates mobile trading in the Gisborne district/Tairāwhiti it aims to support commercial activity while maintaining the quality of public places by addressing potential nuisance or misuse.

The proposed changes

While the current bylaw works well, we're proposing some key changes to make the new bylaw easier to understand and administer.

The 3 key changes are:

  • revoke the current bylaw and replace with a new bylaw
  • update and clarify enforcement tools
  • simplify definitions and structure of bylaw to algin with drafting guidelines.

We asked for feedback on the draft bylaw and key changes.

Please read the statement of proposal for more detail about each of the 3 key changes, the options considered and reasoning.
